"nbc 10" breaking news. >> three fires in less than a week all on the same block. a string of row home fires have police standing guard overnight in chester after the latest case fired up last night. there are new developments overnight in the terror investigation case. hours after they shot a killed a man under surveillance another man is arrested. another live look in cape may. windshield wipers on. first alert radar tracking more showers ahead for the day but also a warmup. warmup. at 4:30 good morning. this is "nbc 10 news today." i'm tracy davidson. >> i'm chris cato. it seemed like it started raining monday and it hasn't stopped. >> seems like that. it's been pretty steady. let's get to meteorologist brittney shipp. there isn't too much rain out there now? >> no, just showers. it has been a soggy week for us. eventually we are going to dry

out. today and tomorrow a chance of showers. by this weekend it should stop. here's what it looks like on radar, moving into pensville, pile grove, light, spotty showers. same thing in the southern part of delaware. the rest of today we'll see the on and off showers, light, pesky showers as we head into the rest of wednesday. temperatures will be a little bit warmer than what we saw yesterday. 50s from yesterday to today. will be a slight improvement. by 6:00 a.m. 55 degrees. by 9:00 a.m. 57. temperatures from 162 with mostly cloudy skies, current temperatures 53 in pottstown 54 in trenton, mid 50s in wild wood. today expect temperatures to be a bit warmer for cities north and west of the city. 72 degrees. closer to the south right by the shore we'll have easterly winds. that's cool air blowing in off the ocean. our temperatures will be in the

mid 60s. we'll maintain a chance of showers and again a mix of sun and clouds but mostly cloudy skies expected on this wednesday. i am tracking changes in the seven day forecast. i'll go over more details coming up in about 10 minutes. for now we'll check in with jessica boyington, our first alert traffic reporter. good morning. >> good morning, brittney. out on the schuylkill expressway monitoring some police activity in the area on this little center slip right here. this is actually eastbound from the schuylkill headed towards the vine street expressway and right here where you're headed towards the walt whitman bridge. all traffic moving through the area. up towards this point at the vine street expressway a 13 minute trip from the blue route. currently no problems out in new jersey if you're heading to the walt whitman bridge and have to get into philadelphia five minute trip from 55 and no problems headed southbound in the opposite direction. as for the airport, no weather related delays. definitely a good thing. we'll keep you updated. drive times coming up in 10.

>> 4:32. breaking news unfolding in atlantic county. two people were injured in a house fire on charles avenue in pleasantville. dispatchers tell us that one victim was taken to the hospital with burns. the other victim was not hospitalized. we have a photographer heading to the scene. you can count on "nbc 10" for new information as soon as we get it. breaking news from overnight, a fire in the city of chester. investigators are looking into three row home fires on the same block since saturday. the latest fire on bickley place. "nbc 10's" matt delucia is live in chester. matt neighbors out there are visibly and understandably angry about what's happening. tell us more. >> reporter: they are, tracy. fire investigators were out here. they were very busy. third time they've been on this block.

that's the home that burned up. a neighbor watching with confusion and fear. they don't know if their home could be next. it started on the 400 block of bickley place. this started in the back of the home and quickly spread to the roof. no injuries. this is the third fire here in four days. the first one on saturday then again on monday and in all, six homes have been damaged. neighbors have their own theories as to what may be happening. incredibly suspicious to say the least. >> it's crazy. crazy. so close to where i'm at. people live in these houses. it's ridiculous out here. >> reporter: 20 people have been forced out of their homes because of these fires. the bulk of that number is due to power outages resulting from the fires and efforts to contain them. some of those folks are back in their homes. we're told city officials are planning anus conference to address the string of fires. we spoke to the mayor wondering what is being done to protect

this neighborhood. i'll have that coming up when we see you again in 30 minutes. live in chester, matt delucia, "nbc 10 news." matt it's about 4:35 now. new this morning, police have a man in custody in connection to a terror investigation in boston. his arrest came hours after they shot and killed a man. a spokeswoman for the u.s. attorney said david wright was arrested at his home in everett, massachusetts. he's expected to appear in court. the spokeswoman wouldn't identify the specific charges but did confirm they were related to the boston terror organization. he may have been in contact with raheem through social media. raheem was under 24 hour surveillance by a terrorism task force in boston before he was killed yesterday. authorities say a police officer and an fbi agent tried to question him outside a pharmacy in boston but he drew a knife and lunged at them so they shot

him. investigators say raheem became radicalized by isis containing social media and was plotting an attack in boston within the next few days. the time is 4:36. jury deliberations start in the trial of a man who killed a pregnant woman. johnson set the fire to destroy the evidence. the defense insists not one person who testified during the trial placed johnson at the apartment during the time of the murder. he could face the death penalty if convicted. a man who admitted shooting video of underage girls and women in dressing rooms will be sentenced now in september. shawn moses pleaded guilty to invasion of privacy charges in delaware county court yesterday. he used his cell phone to record the girls and women in retail

stores. he uploaded the videos to a pornographic sight. we have new information on the sexual assault information against bill cosby. they're trying to block a subpoena to a lawyer who handled a 2006 assault. the women say the documents from the philadelphia case will help their lawsuit but those papers are protected by a confidentiality agreement. the heavy rains we've had created dangerous conditions in parts of our area. >> check out this video. a woman stranded on top of her car on a flooded roadway. we'll tell you where this happened and the efforts to save her. plus collision on florida train takes. the daring moving investigators say the driver made. if you're tired of these soggy conditions i am tracking dryer and warmer weather along the way. i'll let you know exactly when coming up in my seven day forecast.

it's about 20 minutes before 5:00. heavy rain is raising problems on creeks. >> drivers quickly found themselves stranded. one woman was sitting on top of her car after she tried to cross the rain swollen mill creek. they used walking sticks to make their way to the driver. they got the woman off the roof of the car and then they linked one to another arm and arm to walk to the water's edge. >> seconds count because in one to two feet of water a car can be swept downstream. she's sitting on top. she's going with it. >> those rescuers say they've made several rescues over the year. the water is almost covering the road on a dry day. the road is gated incompetent tended to prevent the drivers from getting stuck.

now your "nbc 10" first alert weather with meteorologist brittney shipp. >> good morning. we are tracking a soggy start as we head into this wednesday. mostly cloudy skies. just a few showers on and off. chilly conditions. 55 degrees right now in philadelphia. 50s in dover. 55 currently in wilmington and our radar shot shows that we've seen the light showers near glassboro into gloucester. just to the south of philadelphia. just to the south of wilmington and also into pensville. if we widen out the picture, you can see how spotty the showers are. they've just moved out of atlantic city starting to move into cape may and sussex county. that will be the trend. on and off showers. temperatures staying below average. yesterday we were only in the 50s. it is an improvement. not quite where we need to be. 79 degrees, that is our average. we'll stay in the high 60s both today and tomorrow. highs in the area at 67.

a bit warmer than in allentown and these are the easterly wind speeds. closer to the shore the temperatures will stay in the mid 60s. we are going to see a temperature spread depending where you are. if you're closer to the shore, it's cooler. closer to the city some of the southern locations to the north and west will warm into the 70s. i am going to track dreary conditions as we head into tomorrow. we'll start to warm up as we push into the weekend. i am tracking dryer conditions on saturday and sunday. tracy. spies in the sky. tracking our cell phones. >> these planes may look ordinary but we've learned that they are not. next, the covert operations the fbi is carrying out across the country. plus, whales at risk off the jersey shoreline. the now infamous threat fueling fears that these animals are swimming in dangerous waters.

interpol just put four men with ties to fifa on a list. that announcement comes a day after seth blatter announced he would step down amid the widening scandal. blatter is not charged with a crime. we have new video of a crash in jacksonville florida, where an amtrak train slammed into a car splitting it in half. you can see the car doesn't stop at the railroad crossing bars and tries to cut across the tracks. then the train hits it. at least one person was thrown from the car but had only minor injuries. another person in the car was also treated for minor injuries. a third person wasn't hurt. no one on the train was hurt. we're learning more about the fbi's sky spicees program.

they can lock in on your cell phone. associated press investigation found out that the fbi controls a fleet of possibly 100 planes mounted with sophisticated video cameras. they also can include cell phone tracking devices called cell tower simulators. >> they're fake cell towers that send out a signal and force every phone within their range to send back identifying information. >> the planes are registered using fake company names. fbi officials say they do this to protect pilots and the secrecy of operations. the bureau says it has been conducting surveillance from the air now and it's easier than doing it from the air. we're wait to go learn more from investigators about five bowing bus gom threats. >> one of those planes landed at philly international. we told but it when it happened yesterday. the threats happened on five different airlines on flights to philly chicago, atlantic city

san francisco, and guata lehara. someone called the tsa claiming a bomb was on board. the hoax comes after a shakeup at the tsa. the agency's director was reassigned after a new report showed undercover agents were able to get fake explosives and banned weapons through the checkpoint 95% of the time. >> it kind of makes you feel like when you're checking in and going through the airport like a dog and pony show. the tsa is going to implement reforms to stop the security breaches. there's new information on a corruption case that forced a state lawmaker to step down. pennsylvania's house speaker will set the date for a special election to fill that seat. ron waters pleaded guilty to conflict of interest charges. they took plea deals that will keep them out of prison.

three other state lawmakers from philadelphia face charges in the same sting operation, vanessa lowrie brown and louise bishop. none has entered a plea in the case. the head of liturgical music for the archdiocese says he will step down at the end of this month. he's citing irreconcilable differences. he's been in charge of it for five years now. he was supposed to be planning the music for the pope's outdoor mass but the religion news service reports that he's stepping down because they cannot agree on the role and style of the music. meantime three months away now from the pope's historic visit to philadelphia. >> hotels are obviously filling up. the philadelphia archdiocese is making a plea for anyone to rent space in their homes. 1400 homes are listed on

overlooking citizens bank park. for philadelphia 55 degrees. wind speeds at 9 miles per hour. the rest of the region 49. 53 in mount holly. 55 in dover and 55 currently in stone harbor. closer look at what to expect as we head into the rest of the day on the radar shot. it shows the cloudy showers lingering in the area. we have the cold front that cooled us off off shore but it's still producing a few lingering showers behind the cold front. take a closer look even in sussex county seeing more moderate rainfall. south of mills borrow and lewis. future cast shows on and off showers kind of drying out heading into tonight. another round of spotty showers thursday lingering into friday. we should see a little bit more sunshine as we push friday into saturday. nice and dry. temperatures back up to average. average is 79.

four minutes before 5:00. the surviving sons of jim thorpe are asking a court to allow them to rebury the man on american indian land. his sons say his father wanted to be buried in oklahoma. thorpe won a decathlon and pentathlon in the 1912 olympics. he died in 1953 without a will.

at the jersey shore today they'll kick off the barn na get bay blitz. thousands of volunteers including students will help clean up the area around the bay. volunteers have collected thousands of bags of trash and debris helping make things cleaner on the bay. now a warning from health officials in new jersey. in newark specifically. don't eat any fish you find in the streets. there's video to prove it. fish in the streets. a lot of fish have washed up in sewers and creeks because of heavy flooding. officials say the fish are probably contaminated and can make people sick. >> don't eat fish you find in the streets. we just told people that. hopefully they'll follow that advice. well look at this group of baluga whales. they're getting a lot of attention along the coast. there are fears that their lives are at risk. they're normally found near canada. they were caught on camera in sandy hook.

the brigantine mammal stranding area says the balugas could be back in the ocean and on a collision with mary lee. >> if she continues north and the balugas continue south, they run into each other, there is definitely a problem there because i'm sure they would become prey to the great white. >> now the stranding center has volunteers on alert to look out for the whales. if you see them keep your distance but take pictures or shoot video if possible and call the marine stranding center. police were trying to solve a real mystery on the ventner boardwalk. >> they want to know who owns a clay bust that was found on the boardwalk. >> no one knows who the guy is or who owns this bust. an officer on patrol found it at
